MASSACHUSETTS CONFERENCE OF THE UNITED CHURCH OF CHRIST BYLAWS

Article I PURPOSE AND DEFINITIONS

1 . The purpose of the Massachusetts Conference of the United Church of Christ as stated in its charter (1799) is "diffusing the knowledge of the Gospel of Jesus Christ ... and in concert with other ecclesiastical bodies for the general increase of Christian union and spiritual efficiency and the advancement of Christ's Kingdom on earth."

2. The local church is the basic unit of the life and organization of the United Church of Christ. It is autonomous and has the power of self-determination in all matters.

3. An Association is composed of all local churches in a geographical section of the Conference, of all ordained ministers holding standing therein, of all commissioned ministers of that Association, and of those licensed ministers who have been granted voting membership in that Association.

An Association may include Congregational Christian churches which are not part of the United Church of Christ, yet are in voluntary fellowship with and are recognized by the Association.

4. The name of this corporation is the Massachusetts Conference of the United Church of Christ, herein referred to as the "Conference." The Conference is that body of the United Church of Christ which is composed of all local churches in a geographical area, all ordained ministers holding standing in its Associations, all commissioned ministers in its Associations, and those licensed ministers who have been granted voting membership in its Associations.

It joins with other Conferences and agencies of the United Church of Christ for the advancement of God's work in this world.

5. An Area is established by the Board of Directors and is composed of an Association or Associations informally grouped together for the convenience of the Conference.

Article II DENOMINATIONAL BASIS

Following Congregational principles, this Conference shall under no circumstances exercise authority over churches or individuals or interfere with the government or discipline of the churches. It shall advise and counsel the churches when requested but it is recognized that each church has the power of self-determination in all matters.

Article III DOCTRINAL BASIS

This Conference declares its steadfast allegiance to the faith which our forebears confessed, which, from age to age, has found its expression in the historic creeds of the Church Universal and of this Communion.

Article IV CONFERENCE MEETINGS

1. Conference Meeting Membership

A. When this Conference meets, its voting membership shall consist of the following:

delegates from each local church, for a term of one year. The number of dele- gates from each church is determined by the number of its members as of the preceding December 31. Churches with a membership of 300 or less shall have two delegates; 301- to 600- member churches shall have three delegates; 601- to 900- member churches shall have four delegates; 901- to 1200- member churches shall have five delegates; 1201- to 1500- member churches shall have six delegates; 1501- to 1800- member churches shall have seven delegates;

officers of the Conference;

members of the Board of Directors;

members of Conference Committees and Commissions mentioned in the bylaws;

persons who are ordained Eind hold standing in an Association of this Conference;

persons who are commissioned and licensed ministers who have been granted vot- ing membership in an Association of this Conference.

B. Associate members with the privilege of speaking but without vote shall consist of the following:

the Moderator of each Association;

Associate Conference Ministers;

the President of the Massachusetts Women's Fellowship;

presidents of mission and aid societies related to the Conference.

C. Honorary members with the privilege of speaking but without vote shall consist of the following:

delegates from corresponding bodies;

persons appointed to speak before the Conference;

persons made honorary members by vote of the Conference.

2. Annual Meeting

The Annual Meeting of the Conference shall be held between April 1 and June 30, as the Board of Directors shall decide. The business to be conducted at the Annual Meeting shall include the election of officers, other members of the Board of Directors and Committees, Commission members cuid Delegates and Alternates to the General Synod; the presentation of reports; the determination of the annual rate of Fellowship Dues and the proportion to be retained from Our Church's Wider Mission giving of the churches; the adoption of a budget for the next fiscal year; and the transaction of any other business that may properly come before the meeting. Notice of the time, place, euid general business of the meeting, including the budget and Treasurer's report, shall be mailed not later than one month prior to the meeting to each church, in sufficient quantity for its voting members, and also mailed to all other members of the Conference .

3. Special Meetings

Special meetings of the Conference may be called by the Board of Directors. Special meetings of the Conference shall be called by the Board upon written request, specifying the purpose of the meeting, from no fewer than one-hundred (100) persons who are voting members of the Conference, as defined, and who shall represent at least fifty (50) churches from the five Areas of the Conference. The meeting so requested shall be held within two months of the receipt of the completed petition unless an already scheduled meeting will be held within four months.

No action shall be taken at any special meeting on business not specified in the notice for such meeting. Written notice of the time, place, sind purpose of the meeting shall be mailed at least three weeks before the meeting to each church, in sufficient quantity for its voting members, and also mailed to all other voting members.

4. Quorum

The quorum shall consist of two-hundred (200) members, providing that each Association is represented by at least two churches .

5. Voting Procedures

Each Conference member present in person shall be entitled to one vote. Uncontested elections may be by voice vote or other means; contested elections shall be by ballot; a plurality of votes shall elect.

6. Annual Meeting Committees

A. The Nominating Committee

(1) Composition There shall be a nominating committee of the Conference

consisting of eighteen (18) members. The membership of the committee shall be representative of the Conference with not less th£m one-half being lay persons .

(2) Method of Election; Term; Vacancies The Board of Directors shall present to the Conference at its Annual Meeting nominations for membership to the Nominating Committee. Members of the Nominating Committee shall serve three-year terms, with six members elected by the Conference at each Annual Meeting. Past members of the Nominating Committee shall not be eligible for re-election to the Nominating Committee for a period of one year following their completion of a term. Vacancies in the Nominating Committee shall be filled by the Board of Directors until the next Annual Meeting of the Conference .

(3) Selection and Term of Chair The chair shall be appointed by the President from among the committee members for a term of one year.

(4) Quorum a majority of the members of the committee must be present in person to constitute a quorum for the transaction of business.

(5) Responsibilities The committee shall present to the Conference at its Annual Meeting a single slate of nominees for Moderator and Vice-Moderator, members-at-large of the Board of Directors, members of the Annual Meeting Planning Committee and Commissions and General Synod Delegates and Alternates, and shall include nominees to fill vacancies occurring in any of these positions.

Nominees for positions on the Board of Directors, the Commissions, the Annual Meeting Planning Committee, and Delegates and Alternates to General Synod shall be from all Areas of the Conference and of different ages and races. Each group shall be at least 40? of each gender, and at least 50% shall be laypersons.

Nominations may be made from the floor at the Annual Meeting, provided the eligibility of the individuals so nominated has been established and is in accordance with these bylaws, and the written consent of such individuals has been secured and submitted to the Nominating Committee at the meeting.

Associations are encouraged to make suggestions of nominees for all positions but most specifically for delegates and alternates for General Synod, who must meet the criteria in the Bylaws of the United Church of Christ.

B. The Annual Meeting Planning Committee

The Annual Meeting Planning Committee shall consist of the Moderator, the Vice Moderator, and fifteen (15) elected members, five of whom shall be elected each year for a term of three years. This committee shall plan the program for each meeting of the Conference.

C. The Business Committee

The Business Committee shall consist of members appointed by the Moderator from the membership of the Board of Directors and of the Annual Meeting Planning Committee. This committee shall prepare the agenda for business sessions, recommend changes during meetings , and in general expedite the business of Conference meetings. The Vice Moderator shall serve as the chair of the committee.

D. The Credentials Committee

At least one week before the opening of a Conference meeting, the Secretary shall appoint members of the Credentials Committee. The Secretary shall serve as chair. The committee shall be responsible for the resolution of issues relating to the eligibility of members of the Conference meetings. Decisions of this committee shall be final and binding for the meeting for which it was formed.

Article V OFFICERS

Number and Title

The officers of the Conference shall be the Minister and President, Secretary, Treasurer, Moderator, Vice-Moderator, and such other officers as the Conference may elect.

2. Election. Tenns, Vacancies

The officers shall be elected by members of the Conference for a term of one year or until their successors are elected. A vacancy among the officers, other than that of Minister and President, shall be filled by the Board of Directors until the next Annual Meeting or until a successor is elected. No officer, with the exception of the Minister and President, shall serve more than six terms.

In the case of a vacancy in the office of Minister and President, the Board of Directors shall appoint a search committee to nominate a candidate for election at the Annual Meeting. The Board shall appoint an interim Minister and President to serve until a candidate is elected by the Conference. While the interim Minister and President is being selected, the Board will make arrangements for carrying out the duties of this office.

3. Removal

An elected officer may be removed by an affirmative vote of two-thirds of the total membership of the Board of Directors.

4. Duties

The duties of the officers shall be as follows:

A. The Minister and President shall be the chief corporate and executive officer of the Conference and shall, subject to the direction of the Conference and the Board of Directors, have general charge of its mission and activities. The Minister and President shall be an ex-officio member of the Annual Meeting Planning, Business, and Credentials Committees of the Conference. The Minister and President shall be the representative of the Conference among all the churches aind in denominational and ecumenical bodies. The Minister and President shall direct the staff and employ and release all non-appointed employees in accordance with procedures adopted by the Board of Directors.

B. The Secretary shall be chair of the Credentials Committee and shall carry other duties as are usual to this office aind shall exercise such other powers arnd perform such other duties as may be assigned by the Minister and President or the Board of Directors.

C. The Treasurer shall be responsible for seeing that all monies of the Conference are received, held in custody aind disbursed as authorized; that accurate accounts of monies received and paid out are kept; and that financial statements and reports are prepared cind issued. The Treasurer shall exercise the powers and perform such other duties usually incident to the office of treasurer and shall exercise such other powers and perform such other duties as may be assigned by the Minister and President or Board of Directors. Any Assistant shall perform such duties as may be assigned by the Treasurer or the Minister and President in the absence or incapacity of the Treasurer .

D. The Moderator or, in the absence of the Moderator, the Vice-Moderator, shall preside at all meetings of the Conference. In the absence of both a Moderator and a Vice-Moderator, a member of the Board of Directors shall call the meeting to order and conduct the election of a Moderator Pro Tempore.

Article VI BOARD OF DIRECTORS

1 . Responsibilities

The corporate business and affairs of the Conference shall be under the direction of the Board of Directors. Except as may be otherwise provided in these Bylaws or the Articles of Incorporation, the Board shall have and may exercise all the powers of the Conference between meetings of the Conference , and actions taken shall be reported to the next Annual Meeting.

Relying on the help of God, the Board of Directors:

A. shall have general responsibility for the development and implementation of the Conference's policy, program, and budget;

B. shall appoint Associate Conference Ministers and approve the outline of their duties;

C. shall nominate the Minister and President, Secretary, and Treasurer;

D. shall nominate members of the Conference Nominating Committee;

E. shall fill vacancies in any office or committee of the Conference including vacancies in the membership of the Board until the next Annual Meeting of the Conference or until successors are elected;

F. may remove any director or officer of the Conference by a two-thirds affirmative vote of its total membership;

G. may remove any Associate Conference Minister upon the recommendation of the Minister and President.

2. Composition

The Board of Directors shall consist of the officers of the Conference and sixteen (16) members-at-large . The members-at-large shall be nominated so that each Association is represented by at least one director emd no Area has fewer than three directors.

3. Election, Term and Vacancies

The members-at-large shall be elected by the Conference for a term of four years, and shall serve for no more than one term without a lapse of one year. The term of office of approximately one-fourth of the members-at-large shall expire at each annual meeting of the Conference. Regardless of the number of consecutive years any person shall have served as a member-at- large, such person shall be eligible to be member of the Board when serving as an officer. The Board elects its own chair and vice-chair.

4. Meetings

Regular meetings of the Board shall be held at times and places as may be determined by the Board, except that the Board shall meet no fewer than five times each year. Notice of time, place and purposes of the meeting shall be mailed to each Board member not fewer than five days before the meeting.

Special meetings of the Board may be called by the chair. Special meetings of the Board must be called by the chair upon written request of a majority of the Board members. If the chair fails to call such a specially requested meeting, the secretary shall call the same. The purpose of such meetings shall be stated with the request, and no other business shall be transacted except that for which the meeting has been called. Notice of time, place, and purpose of the meeting shall be given by mail or telephone to each Board member not fewer than three days before the meeting.

5. Quorum

A majority of the members of the Board shall be present in person to constitute a quorum.

6. Board Committees

A. Establishment

The Board of Directors may establish such long-term and short-term committees as it deems necessary.

B. Appointment and Terms of Chairs

The chair of Board Committees shall be appointed by the chair of the Board for a specified period of time or until the work of the committee has been completed.

C. Appointment and Term of Members

Committee members shall be appointed by the chair of the Board after consultation with the chair of the respective committee and subject to the approval of the Board of Directors, for a term of one year.

Article VII CONFERENCE PROGRAM

1 , Program Commissions

A. Composition

There shall be program commissions consisting of six, nine or twelve members each. The Minister and President shall assign staff to work with each commission. The number, titles and sizes of the commissions shall be established from time to time at a Conference Meeting upon recommendation of the Board of Directors.

B. Election, term, and vacancies

Members of commissions shall be elected by the Conference for a term of three years with one third of the members' terms expiring each year. Members may serve no more thein one full term without the lapse of one year between terms. Vacancies in commissions shall be filled by the Board of Directors until the next Annual Meeting of the Conference or until successors are elected.

C. Selection and term of chair

Each commission shall elect its chair from among its members. The term shall be one year with re-election possible.

D. Quorum

A majority of the members of the commission shall be present in person to constitute a quorum for the transaction of business.

E. Responsibilities

The program commissions are responsible for seeing that basic, broad strategies assigned by the Board of Directors are carried out within guidelines and budget adopted by the Board of Directors and the Annual Meeting.

2. Program Assembly

A. Composition

Members of the Assembly shall Include:

the moderators of each Association and of the Conference;

thirty members elected or appointed by the Associations; the number allocated to each Association shall be on the basis of church membership;

one member of each program commission;

the Conference Minister and President.

One member of the Board of Directors and all Associate Conference Ministers are members of the assembly ex officio with voice, but without vote.

B. Convener

The Conference Moderator or Vice Moderator shall convene the Assembly and preside.

C. Meetings

The Assembly shall meet at least every third year upon the call of a Conference Moderator .

D. Responslbil ities

The Assembly shall consider and rank the program directions of the Conference. A report of the proposed Conference goals and basic strategies shall be given to the Board of Directors which shall use them in overseeing the development and implementation of Conference programs. The Board of Directors shall present to the Annual Meeting a statement of the goals and basic strategies of the Conference in conjunction with the proposed annual budget.

Article VIII TERMS OF OFFICE AND ELIGIBILITY

All terms shall begin at the close of the Annual Meeting. One-half or more of ain unexpired term shall constitute one full term for the purpose of determining eligibility to serve additional terms.

All officers and members of the Board of Directors, Conference Committees, and Commissions may serve only while a member of a church that has standing in an Association of the Conference .

Any person elected to the Board of Directors or to any Committee or Commissions of the Conference who shall fail to attend three consecutive regular meetings without an explanation of absence shall be considered to have resigned. Whoever is nominated to the Board of Directors or to any Committee or Commission of the Conference on the basis of church membership in one of the five Areas of the state shall be considered to have resigned if, during the term of office, the person transfers his or her church membership out of that Area.

Article IX FINANCE

1 . Budget

At each Annual Meeting, the Conference shall adopt a budget of estimated Income and expenditures for the next fiscal year.

Changes to the proposed budget will be considered at an Annual Meeting only if a writ- ten proposal outlining the desired changes to the proposed budget and signed by at least five members of the Annual Meeting has been filed with the Treasurer at least two weeks prior to the date of the Annual Meeting. However, changes to the proposed budget may be considered at the Annual Meeting if two-thirds of the delegates present vote to consider such proposal.

2. Retention Rate emd Fellowship Dues

The rate of Fellowship Dues and the portion to be retained from Our Church's Wider Mission for the next fiscal year shall be established by vote of the Annual Meeting approving the Conference's budget. The amount of the Fellowship Dues and the retention rate so established shall be for an entire year and shall not be changed until the next annual Meeting of the Conference.

3. Fiscal Year

The calendar year shall be the fiscal year of the Conference.

4. Financial Report

A summary report of the financial operations of the Conference shall be printed in the Conference Yearbook.

5. Corporate Assets

The Board of Directors shall manage all of the business affairs of the Conference. However, corporate assets, whether restricted monies or title to real property and whether one transaction or a series of related transactions, involving more than an aggregate of $250,000 shall be disbursed or conveyed only by a vote of the Conference. This limitation shall not conflict with or limit the provisions of gifts, bequests, or other donations to the Conference. However, the Board of Directors may create and manage special funds to receive gifts for special purposes of the Conference.

6. Audits

A certified public accountant shall be retained by the Board of Directors to make an annual examination of the financial accounts of the corporation. A report of all examinations shall be submitted to the Board of Directors.

7. Indemnl f ica ti on

No officer, director, or staff member of the Conference shall be personally liable to the Conference or its members for monetary damages for breach of fiduciary duty as an officer, director, or staff member, provided, however, that this provision shall in no way be construed to eliminate or limit the liability of an officer, director, or staff member (A) for any breach of his or her duty of loyalty to the Conference or its members, (B) for acts or omissions not in good faith or involving intentional misconduct or a knowing violation of law, or (C) for any transaction from which the officer, director, or staff person derived an improper personal benefit.

8. Dissolution

In the event of the dissolution or final liquidation of the Conference , after all liabilities and obligations of the Conference have been paid, satisfied or discharged, or adequate provisions have been made therefor, all remaining property and assets of the Conference shall be distributed to such organization or organizations affiliated with the United Church of Christ as may be designated by the Executive Council of the United Church of Christ.

Article X MASSACHUSETTS WOMEN'S FELLOWSHIP

The Massachusetts Women's Fellowship, United Church of Christ, is an auxiliary organization of the Conference established to undergird the program of the Conference and its churches by (1) encouraging women to grow to full stature as mature Christians; (2) enlisting women in a closer fellowship of Christian love; and (3) encouraging the participation of women in the life and work of the whole church. The Fellowship shall organize itself and set its own rules, providing they are not in conflict with these Bylaws .

Article XI BOARD OF MINISTERIAL AID

The Board of Ministerial Aid shall be the agent of the Conference in the work of aiding needy ministers and their families and shall make an annual report to the Conference. On notice of a vacancy in the membership of the Board of Ministerial Aid, the Board of Directors shall nominate a person to fill the vacancy.

Article XII BOSTON SEAMAN'S FRIEND SOCIETY

The Boston Seaman's Friend Society shall be the agent of the Conference in the work of promoting the spiritual and temporal welfare of seafarers and shall make an annual report to the Conference. Each year the Board of Directors shall confirm the nominations of five persons to serve three year terms as corporate members of the Society.

Article XIII PARLIAMENTARY AUTHORITY

Robert's Rules of Order, in its most recent revision, shall be the parliamentary authority governing the meetings of the Conference, the Board of Directors and committees, subject to the laws of the Commonwealth, the articles of incorporation and these Bylaws.

Article XIV AMENDMENTS

These Bylaws may be amended by a vote of two-thirds of the members of the Conference present and voting at any meeting of the Conference provided that the proposed amendment shall have been included in the notice of the meeting, and provided the proposed amendment shall have been recommended by the Board of Directors or proposed at a previous Conference meeting.

Opening worship of the 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ began at 1:30 PM on Friday, June 15, 1990, In Abbey Chapel at Mount Holyoke College, South Hadley, Massachusetts. The theme of the meeting was "Caring for God's Creation" and the Rev. Ms. Deborah Rose set the tone for the meeting with her retelling of "The Star Thrower", adapted from Loren Elseley, during the service.

The first plenary session was called to order at 3:05 PM in Woolley Hall by the Rev. Ms. Elizabeth Wheeler, Moderator. After welcoming the delegates, Ms. Wheeler announced her appointment of the Business Committee in accordance with the Bylaws: Mr. Richard Barter, Chair; the Rev. Dr. Paul Adkins; Ms. Marian Irving; the Rev. Mr. Richard Leavltt; the Rev. Mr. William McCoy; and the Rev. Mr. Gary Ritts.

The Moderator introduced the Credentials Committee, consisting of Ms. Marion Bobbins, Chair; Ms. Marian Irving; the Rev. Mr. Alexander Jamison; and Mr. Charles Opdycke . She then called upon Mr. Opdycke, who reported for the Committee that there were 498 lay delegates, 251 clergy, 10 ex officio, 1 commissioned director of Christian Education, 5 commissioned aind licensed ministers, 95 visitors, and 70 others present for a total of 930 registered for the meeting.

As there were more than 200 delegates in attendance, the Moderator declared a quorum present. She then einnounced her appointment of the ushers as tellers and reported that they were being coordinated by the Rev. Dr. Donald Simpson and Mrs. Elizabeth Simpson.

The Moderator introduced the Parliaunentarian , Richard Osterberg, Esq.; the Timeekeepers, the Rev. Mr. William McCoy and the Rev. Mr. 'Gary Rltts; and the Recorder, Ms. Joanne Blokford.

Mr. Ritts, Chair of the Annual Meeting Planning Committee, reviewed the proposed standing rules. It was moved, seconded, and voted that "the 191st Annual Meeting adopts the Standing Rules as printed."

The Moderator then called on Mr. Ritts to present the Proposed Order of Time and Events. Mr. Ritts announced that delegates should remove the address of Dr. Noel Brown from the proposed order. It was moved, seconded and voted that "the order of the day be changed by the Business Committee so that sometime in plenary session a hearing be held and time be given for delegates to be able to reflect and speak out on their vision of the future of this Conference and its coming leadership, that the Search Committee may receive Important data for its future work and that all may feel they have been given an opportunity to share in this momentous work." It was then moved, seconded, and voted that "the 191st Annual Meeting adopts the Proposed Order of Time and Events as amended."

The Moderator introduced the Rev. Dr. Paul Adkins, Chair of the Board of Directors. Dr. Adkins presented an amendment to the Massachusetts Conference Bylaws, recommended by the Board of Directors, which would change the frequency of the Program Assembly from yearly to a minimum of once every three years. It was moved, seconded, and voted that

Dr. Adkins reported to the Annual Meeting on the work of the Board of Directors during the past year. His talk focussed on four major Issues before the Board: the Framlngham property development; the allocation process for special mission funds; the search

process for a new Conference Minister and President; and the resignation of Alfred E. Willizuns as Conference Minister and President.

As he finished his report, Dr. Adkins introduced the Rev. Mr. Ronald G. Kurtz, Interim Minister and President, to the Annual Meeting. After responding to Dr. Adkins' introduction, Mr. Kurtz introduced the Rev. Ms. Diane Kessler, Executive Director of the Massachusetts Council of Churches. He then proposed a list of honorary delegates to the meeting. It was moved, seconded and voted that "the 191st Annual Meeting designates the following persons as honorary delegates with voice but not vote: the Rev. Mr. David Anderson, the Rev. Mr. Stephen Brown, the Rev. Ms. Carol Brun, Mr. Donald Clark, the Rev. Mr. Gene Landry, the Rev. Mr. James Manley, Ms. Judy Manley, the Rev. Mr. Paul Mitchell, the Rev. Dr. James Nash, the Rev. Dr. George Sinclair, and the Rev. Mr. George Webber.

The report of the Secretary of the Conference was noted in the Advance Materials for the meeting. Mr. Charles Evans, Treasurer of the Conference, was introduced by the Moderator cind gave his report .

The Moderator called upon Ms. Judith Patt , a member of the Nominating Committee. Ms. Patt noted the slate of 104 nominations that had been distributed to the delegates. She noted that one more nomination was needed to complete the slate and invited further nominations during the meeting.

The Rev. Mr. Jim Manley and Ms. Judy Manley, songleaders for the meeting, were introduced by the Moderator and led the assembly in a song break.

The Moderator again called on Dr. Adkins, who presented the proposed Clergy Compensation Guidelines for 1991. Dr. Adkins noted that these guidelines included a H .5% cost-of- living increase over the guidelines for 1990. It was moved, seconded, and voted that

The Rev. Mr. Richard Leavitt, a member of the Annual Meeting Planning Committee, informed the Annual Meeting of the hearings on resolutions and the budget to be held immediately following the plenary session.

The Rev. Mr. Stephen Gray, Associate Conference Minister for Stewardship and Financial Development, recognized Mr. Burton Stuart, Mr. Everett Hanke , Mr. Jack Turner, and Ms. Marion Robbins for their work in Plsinned Giving. Each was presented with a plaque in honor of this service to the Conference.

After some brief announcements, Mr. Richard Harter, Vice Moderator, recessed the meeting until 7:30 PM.

The evening plenary session was called to order at 7:30 PM by the Vice Moderator, who moderated the Speakouts.

The Moderator called upon the Rev. Mr. Stephen Gray, who honored several churches whose per capita giving exceeded $70 per member during 1989. Mr. Gray also introduced the Rev. Mr. Thomas Howard, the Rev. Ms. Elizabeth Wheeler, the Rev. Mr. David Williams, and the Rev. Ms. Carole Baker, new Stewardship Associates for the Conference.

The Moderator Introduced the Rev. Dr. James Nash, executive director of The Churches' Center for Theology and Public Policy, who moderated a panel discussion on "Faith Perspectives on Caring for Creation." Other panelists were the Rev. Mr. Thomas Derr, Dr. Elizabeth Dodson Gray, and the Rev. Mr. H. Paul Santmire. Discussion centered on the interrelatedness of Christian theology and environmental concern and whether Christian doctrine supported or detracted from environmental issues.

After the Manleys led a song break, Mr. Leavitt moderated reports of the results of the resolution hearings. Resolution managers related the notable issues raised at the hearings and delegates were asked to complete a poll to determine the order in which the resolutions were to be debated.

After pitches and announcements, the Vice Moderator recessed the meeting until 8:30 AM on Saturday, June 16, 1990.

The Vice Moderator called the meeting to order at 8:30 AM and moderated the Speakouts. Jim Manley led the assembly in song and prayer.

The Moderator called upon Mr. Leavltt to sinnounce the results of the resolution poll. It was moved, seconded, and voted that "the 191st Annual Meeting shall take up the resolutions in the order set by the poll."

The Moderator Introduced the Rev. Ms. Jean Curtis and Ms. Bonnie Townsend Dlnges, chairs of the two financial committees of the Board of Directors. Ms. Curtis and Ms. Dlnges presented the budget proposals for 1991. Their presentation included an explanation of the proposed change in Our Churches' Wider Mission retention rate, a percentage breakdown of how the Conference budget is used. Conference program highlights, and a listing of several areas that had been underfunded in the proposed budget.

Ms. Ann Feaver, Chaiir of the Framingham Property Development Committee, reported on the work of that committee since the 190th Annual Meeting. After a brief history of the deliberations concerning the proposed Continuing Care Retirement Center, Ms. Feaver announced that Parkside Senior Services, a division of Lutheran General Health Care Services, had been chosen as developer/sponsor of the project and that a letter of Intent had been signed by the Interim Conference Minister and President and by a representative of Parkside Senior Services.

The Moderator called upon Dr. Adklns to present the Board of Directors' proposal for an allocation process for special mission funds derived from the lease of a portion of the Framingham property. After extensive debate and a proposed amendment, the issue was tabled so that the amendment could be duplicated for the delegates.

After Introducing members of the Conference staff, Mr. Kurtz addressed the Annual Meeting, focussing on his view of the Massachusetts Conference as the Interim Conference Minister and President. He spoke of a history that Is to be celebrated, a present that works, and future that must be envisioned. His talk suggested that, although the interim period Is a time of self-evaluation, the Conference must not forget the work that it is about in the world .

After a song break, led by the Manleys, the Rev. Ms. Eleanor Yeo presented the Resolution on Reproductive Choice. After debate and one amendment, it was moved, seconded and voted that

Mr. Kurtz and the Rev. Mr. Fred Atwood-Lyon, Consultant for Church Growth and Evangelism, presented certificates for achieving ^Q% or more In church growth within the last year.

Mr. Kurtz then recognized those clergy who had been ordained within the past year.

In celebration of their 50th anniversary of ordained ministry, the Rev. Dr. Willis Elliott, the Rev. Ms. Helen Galazka, the Rev. Mr. Theodore Gregg, the Rev. Mr. Perry Haines, the Rev. Mr. James Marshall, and the Rev. Mr. George Williams were called forward to be honored. Mr. Kurtz also mentioned the Rev. Mr. John Banks and the Rev. Mr. Judson Stent who were not present , but who were also celebrating 50 years of ordained ministry this year.

The Moderator recognized those members of the Massachusetts Conference who were serving on national boards and Instrumentalities.

The Rev. Mr. Robert Curry invited delegates to attend afternoon workshops, all of vrtilch centered on the theme, "Caring for God's Creation." Following announcements, the Vice Moderator declared the Annual Meeting recessed until 3:30 PM.

The afternoon plenary session was called to order by the Vice Moderator. After speakouts, Mr. Donald Clark, a convener of the UCC Network for Environmental and Economic Responsibility, spoke and gave sin overview of that organization's work.

The Vice Moderator called upon Mr. Ferdinand Fuentes, chair of the Board of Directors' Hispanic Ministries Committee. Mr. Fuentes honored the Rev. Mr. Felix Carrion sind Mr. Sydney Neal for their contributions to the Hispanic churches and ministry of the Massachusetts Conference .

Ms. Susan Goodwin, chair of the Nominating Committee, made one addition and corrections to the slate presented. There being no additional nominations from the floor, the nominations were closed and election was scheduled for Sunday morning.

The lateness of the hour required that adjustments to the Order of Time and Events be made. It was moved, seconded, and voted that "the 191st Annual Meeting removes the hearing on the visions for the Conference from the order of the day." It was reported that hearings will be held in each Area of the Conference so that members might give input regarding their hopes and dreams for the Conference and its leadership.

The Annual Meeting returned to its debate on the Resolution on the Death Penalty. It was moved, seconded, and voted that

The allocation process for special mission funds was removed from the table and the proposed amendment was distributed. It was moved, seconded, and voted that "the proposed amendment will be divided and each section voted separately." An amendment was passed linking a revised Continuing Care Retirement Community plan to appropriate eiffordable housing in order to obtain zoning if the original plan were to fail. An amendment to designate the first three years of the special mission budget to affordable housing failed. A final amendment passed, determining that funds dedicated to the Special mission budget be distributed according to a "request for proposals" system. It was then moved, seconded, cind voted that

Mr. Opdycke, reporting for the Credentials Committee, gave the final attendance as follows: 494 lay delegates, 364 clergy, 12 ex officio, 6 commissioned and licensed ministers, 92 visitors, and 78 others, for a total of 1046 persons present at this Annual Meeting .

Mr. Kurtz thanked Ms. Susannah Baker and Ms. Susan Dickerman, members of the staff, for their work in planning and organizing this Annual Meeting. He also recognized and thanked the Rev. Ms. Elizabeth Vfheeler for her work as Moderator. Mr. Kurtz then introduced Mr. Bichard Barter as the new Moderator and the Rev. Mr. Terry Martinson as the new Vice Moderator .

APPENDIX A GUIDELINES FOR CLERGY COMPENSATION 1991

(for use with Guidelines for Clergy Compensation booklet from the Conference Office)

The 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ, concerned with the growth of its churches and the compensation of its ordained leaders, commends the effort of the local churches in endeavoring to reach the goals recommended in Guidelines for Clergy Compensation 1990. These are minimum recommendations. They apply to all full-time pastors, associates and assistants.

The 191st Annual meeting recommends that:

(1) churches pay a minimum entry-level cash salary of $17,525 for a full-time pastor and minimum salaries as listed below in B;

(2) churches not at the minimum salary work toward the minimum and also at improving C, D, and E, below;

(3) churches reimburse fully all professional expenses;

(4) churches already at or above the minimum and also providing for C through F give at least a cost-of-living increase and consider a merit increase.

(5) the work schedule of local pastors be no more than twelve units per week with no more than three evenings in any given week; in addition that pastors take off at least three consecutive days each month. 1

A. CONSIDERATIONS FOR DETERMINING CLERGY COMPENSATION

While the ministry is a unique profession requiring special patterns of financial compensation, several overall factors can be considered in determining the level of support for clergy. The total compensation package could justly be comparable to the rnediam income of the parish and perhaps be on a par with that of the local high school principal, showing consideration for years of service, special skills, and training and including annual cost-of-living increases. The federal tax structure is unique for clergy and the compensation package can be designated in a way to maximize the pastor's income. 2

Therefore, if a pastor of ten years ordination/experience arrives at a congregation with 375 members, she or he should receive a base salary of not less than $20,275 (recognizing certain regional variations).

C. SOCIAL SECURITY ALLOWANCE

The church should provide an amount equal to at least one-half the self-employment SS tax of 15.3$; such an allowance would be taxable income but would ease the burden of the big Social Security tax.

D.« HOUSING THAT PROVIDES:

(1) a furnishing allowance3, all utilities, and an equity development plan for those living in a parsonage; OR

(2) a housing allowance for those who rent or own their homes.

E. BENEFITS THAT PROVIDE:

(1) a pension plan, with a church contribution of 14J of salary basis, which is (a) at least 130? of cash salary plus any furnishings allowance for those living in a parsonage, or (b) cash salary plus housing allowance for those with such allowance;

(2) a family protection plan, including disability insurance, which is an additional 1$ of the base used for the annuity;

(3) group life insurance which costs $50 per year;

(4) medical and health insurance, plus dental care;

(5) continuing education funding;

(6) sabbatical education funding;

(7) holiday and vacation time;

(8) maternity/paternity paid leave (including adoption).

F. ALL PROFESSIONAL EXPENSES

The new tax law eillows the deduction of business expenses only on Schedule A and any stated allowance for these items must be included in income. Most taxpayers no longer itemize since higher deductions are given to everyone. Therefore . it is important that churches reimburse, or pay directly, all of the costs which the pastor incurs for "doing business" for the church, so that the pastor is not paying income tax for church expense. Included are:

(1) books and professional subscriptions;

(2) professional memberships;

(3) travel expenses and car allowance (church-owned car or travel reimbursement);

(4) any other expenses incurred by the pastor and directly attributable to the exercise of ministry.

APPENDIX B RESOLUTION ON REPRODUCTIVE CHOICE

WHEREAS the decision of the United States Supreme Court in the Webster v. Reproductive Health Services case, July 3> 1989. puts the issue of reproductive choice and access to abortion back into the arena of state legislation; and

WHEREAS the freedom of conscience and the rights and responsibilities of women as religious and moral decision makers are at stake, and in particular the rights of poor women are threatened; and

WHEREAS the 8th, 9th, 11th, 12th, 13th, I6th and 17th General Synods resolved to support women's rights to safe and comprehensive health care with a full range of options, and the l83rd and I87th Annual Meetings of the Massachusetts Conference of the United Church of Christ also resolved to support women's freedom of choice and access to safe and legal abortion;

THEREFORE BE IT RESOLVED that the 19l3t Annual Meeting of the Massachusetts Conference of the United Church of Christ:

1) reaffirms the right of procreative choice for all women; and

2) understands the Religious Coalition for Abortion Rights as a partner in this position; cind

3) calls upon the Board of Directors of the Massachusetts Conference of the United Church of Christ to see that resources are available for local churches that will enable them to work toward a society in which a full range of reproductive options, including access to safer and more effective methods of birth prevention and conception prevention, are available to all women regardless of economic circumstance; and

t) encourages all local churches in the Massachusetts Conference of the United Church of Christ to develop ways to address the root causes that lead to unwanted pregnancies and to the lack of life options.

APPENDIX C ~ RESOLUTION ON THE DEATH PENALTY

WHEREAS efforts to reinstate the death penalty frequently recur in the Massachusetts legislature; and

WHEREAS the I62nd, l63rd, and I83rd Annual Meetings of the Massachusetts Conference of the United Church of Christ stated or reiterated that "The death penalty is both a symbol and an expression of an outmoded, ineffective and unchristian approach to the problem of capital crimes"; and

WHEREAS the Seventh, Ninth, Eleventh and Twelfth General Synods of the United Church of Christ have declared their opposition to the death penalty as a means of restorative justice; and

WHEREAS a preponderance of religious bodies continue to actively oppose capital punishment as contrary to our understanding of the Christian faith and the New Testament call to redemptive love, mercy and sanctity of life; and

WHEREAS as Christians, taught to forgive seventy times seven (Matt. 18:21-22), we are not to allow fear or anger or racism or any other prejudice to interfere with a loving and compassionate approach to any issue; and

WHEREAS the death penalty does nothing to heal the pain of the families of murder victims except to reward them with vengeance , a reward which cannot be defended from a Christian standpoint; and

WHEREAS it has been demonstrated that the death penalty is applied discrimlnately toward blacks, Hlspanlcs, native Americans cind the poor of every race; and

WHEREAS many who have been executed have been later found to be innocent, including at least 23 people during this century; and

WHEREAS studies have demonstrated that the death penalty is not a deterrent to violent crime, sind has even occasionally Incited violent crime; and

WHEREAS the existence of the death penalty in America teaches potential offenders the wrong message, Inspiring us to ask , "Why do we kill people who kill people to show that

killing people is wrong?" and

WHEREAS perceived public pressure may lead our politicians to take public positions in support of the death penalty, which they may not really believe in and which we, as part of their public, do not believe in, thus unnecessarily victimizing many accused and convicted persons; unnecessarily victimizing the taxpayer who is asked to pay for the enormous costs of the death penalty, often far more than twice the cost of a life sentence without parole; and misinforming the public, who are led to believe that the death penalty is a useful criminal justice tool; and

WHEREAS the death penalty in America separates us from our traditional European allies, whose use of the death penalty is almost nonexistent today;

THEREFORE BE IT RESOLVED that the 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ reaffirms opposition to the death penalty; and

BE IT FURTHER RESOLVED that the above annual meeting urges its members to work to prevent executions of those presently on death rows in America; to oppose new death penalty legislation in the states and federal government; to work to ultimately abolish the death penalty in America; and to support the efforts of Amnesty International to oppose all death penalties everywhere; and

BE IT FURTHER RESOLVED that the above annual meeting calls upon the Criminal Justice Task Force of the Massachusetts Conference of the United Church of Christ to organize local churches and their members. Associations, and the Conference to work to abolish the death penalty nationally and internationally, and to resist its reintroduction in Massachusetts; and

» APPENDIX D An Allocation Process for Special Mission Funds

BACKGROUND

In 1989 the Conference Annual Meeting voted to authorize its Board of Directors to proceed

with efforts to lease a portion of the Conference's property in Framingham for the

development of a continuing care retirement community and to place all net proceeds from

any land lease in a "Special Mission Fund." The meeting also asked the Board:

"to recommend to the 191st Annual Meeting a process by which all churches and interested parties of the Conference have opportunity to participate in the recommending process of the Board of Directors and the decision making process of Annual Meetings as to allocations of related principal or income."

THE PROPOSAL

The Board of Directors recommends the establishment of a "Special Mission Budget" to be voted by the Annual Meeting every third year and to be funded with income from the Special Mission Fund established to receive lease proceeds and from such other special endowment funds as the Board may designate from time to time .

Whereas major funding for the Special Mission Budget is expected to be received from lease fees for the CCRC, in the event that the CCRC project is ultimately denied by the Town of Framingham, the Board of Directors is directed to seek a comprehensive permit under Chapter 40 B of the laws of the Commonwealth of Massachusetts linking a revised plan for the CCRC to an amount and type of family and affordable housing necessary to qualify for this special permit.

The present budget of the Conference is based on mission goals and strategies established

by the Board in consultation with the Program Assembly and included in the operating

budget presented at the Annual Meeting each year. The new Special Mission Budget would be a separate budget focussing on new mission strategies. It would be developed separately

and voted separately by the Annual Meeting every three years.

The first step in the process is developing new or "special mission strategies." The second step will be constructing a Special Mission Budget based on the special mission strategies. Depending upon the receipt of funds, the special mission strategies and budget would be brought to Annual Meeting in 1992 or thereafter and voted for a period of three years. Evaluation would be ongoing and the process will continue so that another special budget can be presented in 1995 for the next three years.

RESPONSIBILITY

In this proposal the Minister and President is responsible for implementing the process. The Board of Directors is expected to perform the same functions as in the development of the operating budget process.

ACCOUNTABILITY

The Minister and President is accountable for involvement of staff and Commissions of the Conference throughout the process.

The Board of Directors is accountable for initiating communications with local churches and Associations throughout the process.

Evaluation of program is performed by all implementors, and reviewed by the Board of Directors and reported to the Annual Meeting.

Any funds dedicated to the Special Mission Budget will be distributed according to a "request for proposals" system in which a designated committee posts to all member churches the availability of grants, the maximum amounts of these grants, and the preferred purpose (s) of the awards. Proposals should be reviewed and awards made within a reasonable period of time.

APPENDIX E A RESOLUTION ON THE INTEGRITY OF CREATION, JUSTICE AND PEACE

WHEREAS God the Creator looked upon the Earth aind called it good, sustains all life and is glorified by it, and moreover is "through all and in all," (Eph.4:6); and

WHEREAS Planet Earth is faced with an ecological crisis consigning species to extinction at an unprecedented rate, and the biosphere to such serious degradation as to threaten the continuation of life on earth; and

WHEREAS the ecological crisis is an intrinsically spiritual issue, arising out of broken covenant with God and the land, both of which dishonor God's creation; and

WHEREAS we are called to be completely faithful to God and all creation in a society in which the power structure too often values profit at the expense of creation or people, at great cost to the natural world including God's people who are poor both here and abroad; and

WHEREAS the 17th General Synod of the United Church of Christ affirmed the previous Justice and Peace Priority and made explicit the implicit inclusion of all creation in the Shalom vision by adopting the Priority "The Integrity of Creation, Justice and Peace," calling on the church to: 1) Affirm, through study and practice, that the Biblical vision of Shalom is central to our identity as members of the United Church of Christ; 2) Strengthen our work for justice, peace and the integrity of creation through spiritual nurture, theological reflection, education, action & advocacy; 3) Address the issues of economic, racial and social justice, an end to war, hunger, poverty, economic exploitation, and necessity for a sustainable environment, balancing full and equal human development with the protection of the ecosystem; k. Engage in lives of Shalom, seeking to establish, in both local and global settings, new policies and structures of justice, common security from violence and stewardship of God's creation, human, natural and spiritual; and

WHEREAS the Massachusetts Conference of the United Church of Christ voted at its I89th Annual Meeting to declare itself a Just Peace Conference; and

WHEREAS we believe in God the Creator and Redeemer, whose redemption is creation wide, amd God the Sustainer whose work in creation continues and who offers us hope and inspiration for our work in effecting the renewal;

THEREFORE BE IT RESOLVED that the 19l3t Annual Meeting of the Massachusetts Conference of the United Church of Christ affirms the commitment to justice and peace as stated in the General Synod Priority "Integrity of Creation, Justice and Peace" and encourages its members to work towards the Shalom vision of wholeness for all creation; and

BE IT FURTHER RESOLVED that the 191st Annual Meeting urges the Board of Directors to provide leadership and resources to accomplish the goals of the Synod Priority stated above, especially through the commission for Mission Development and Social Responsibility and the Just Peace Ministry; cind

BE IT FURTHER RESOLVED that the 191st Annual Meeting be faithful to the call to Shalom by encouraging its members to make the life-style changes commensurate with the gravity of the ecological threat: to conserve nonrenewable energy, eliminate toxic pollution, support the efforts of others affirming the life of this planet by political and other means, including population considerations, thereby working towards a more just order that honors the intrinsic value of all the natural world, all peoples; and

FINALLY, BE IT RESOLVED that the 191st Annual Meeting encourage its UCC clergy and lay members to develop theological framework that explores the themes of community and covenant with the land, and all other aspects of the Shalom vision which must mean justice and peaceable relationships with planet Earth and all Earth's peoples.

APPENDIX F ~ RESOLUTION FOR SUPPORT OF A UNITED STATES POLICY OF "NO FIRST USE"

One way to safeguard the integrity of God's creation is for all nations with nuclear weapons to pledge that they will use these weapons only in response to a nuclear attack. In 1961*, China became the first nuclear power to proclaim a policy of "no first use" of nuclear weapons. The Soviet Union followed suit in 1982 and called upon the United States, United Kingdom, and France to do the same. Also in 1982 and 1983, prominent American statesmen, strategists eind scientists called upon the United States to adopt this policy. However, the three Allied nuclear powers demurred on the grounds that NATO's "flexible response" strategy entailed possible use of nuclear weapons to deter or repulse a massive attack by Warsaw Pact conventional forces.

WHEREAS Christ left us the Spirit of Peace to enable us to have "courage in the struggle for justice and peace " (Statement of Faith), assuring us that "Peace is what I leave with you; it is my own peace that I give you" (John 14:27); and

WHEREAS Christian churches and believers have played a major role in the dramatic and peaceful transitions of political power occurring throughout Eastern Europe and the USSR; and

WHEREAS these changes in Europe have reduced the level of military tension, have enhanced the prospects for agreement on the reduction of strategic and conventional forces by both sides, and according to press reports have led United States military analysts to conclude that NATO could repulse any Soviet invasion of Western Europe without using nuclear weapons; and

WHEREAS the adoption by the United States of a "no first use" policy would entail minimal security risk suid, conversely, would be in keeping with historical tradition and moral values, would reduce the risk of a nuclear conflict, and, if accompanied by similar British and French declarations, would be conducive to multilateral arms control negotiations among the nuclear powers; and

WHEREAS the adoption by the United States of a "no first use" policy would thereby promote the sacred causes of peace and justice for all of God's people and the integrity of God's creation;

THEREFORE BE IT RESOLVED that the 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ urges the United Church of Christ national leadership and bodies to work with other denominations and faiths in the United States and abroad to proclaim the moral imperative of "no first use" pledges by all nations with nuclear weapons; and

BE IT FURTHER RESOLVED that the 19l3t Annual Meeting urges the United Church of Christ Office of Church in Society to commend the adoption of a bipartisan Congressional resolution on "no first use" and a declaration by President Bush that this is United States policy; and

BE IT FINALLY RESOLVED that copies of this resolution be sent to our United States Senators and Representatives.

APPENDIX G ~ RESOLUTION FOR THE WITNESS TO HUMAN RIGHTS IN GUATEMALA

It is written in the letter to the Hebrews, "Remember those who are in prison, as though you were in prison with them. Remember those who are suffering, as though you were suffering as they are." (Hebrews 13:3)

WHEREAS Guatemala has been called "A Nation of Prisoners" by Americas Watch which along with many other organizations has recounted that since 1966 in excess of 100,000 civilians have been killed and an additional 38,000 have disappeared. Their accounts report that these inhuman acts were mostly the result of actions by the Guatemala military and paramilitary organizations. These actions have resulted in eliminating an entire generation of leaders in the urban areas and have taken the form of Indiscriminate massacres, sometimes of entire communities, in the countryside.

WHEREAS the Central American Peace Plan, signed by the five Central American heads of state in Guatemala City in August, 1987, called for respect for human rights, complete freedom of the press, democratization, and urgent attention to the needs of refugees and the displaces. After the planned and deliberate suppression of many relevant details by the administration of President Cerezo, the International Commission on Verification and Follow-up Issued a cautiously worded report in Jainuary, 1988, which stated that:

1 ) they have received information from non-governmental organizations that the Guatemala Accords have had a limited effect on the human rights situation in Guatemala.

2) they have learned of the existence of fear not only about this situation but also about the lack of sufficient guarantees to publicly discuss the questions.

WHEREAS the Guatemala Army has granted itself de facto emergency powers in Guatemala's

highlcind provinces, severely restricting freedom of movement, residence and association

for the nation's Indian majority, and continuing to force peasants to perform onerous civil patrol duty.

WHEREAS the violent suppression of the free press has intensified, resulting in the closing of one newspaper and two international news agencies. Intimidation by groups allied to the military continues to limit press freedom severely. While the majority of journalists eschew reporting on military violence, the New York based Committee to Protect Journalists stated that, between 1976 and 1985, Guatemala had the western hemisphere's second highest rate of violence against journalists. At least 48 Guatemalan journalists were abducted or killed by government security forces.

WHEREAS the Central American Peace Plan calls on the governments to "give urgent attention to the estimated two million people who have fled their homes as a result of fighting and counterinsurgency" and whereas the Episcopal Conference of Guatemalan Bishops issued a statement recognizing serious obstacles to refugee repatriation, recommending that so long as the Army could not guarantee that returning refugees would not be subjected to violence or forced to live in model villages, it was "preferable for the refugees to remain in Mexico." The acceptance of amnesty provisions would be extremely dangerous for those involved as it would attach the stigma of subversive association.

THEREFORE BE IT RESOLVED that the 19l3t Annual Meeting of the Massachusetts Conference of the United Church of Christ directs the Minister and President to:

1) petition the Congress of the United States to adhere to Section 502 (B) of the Foreign Assistance Act, which bars military aid to governments which engage in a consistent pattern of gross violations of human rights, and to end all military and police aid to Guatemala including the training of Guatemalan troops in the United States until political killings by government forces are ended, the perpetrators are brought to trial , civil patrols are disbanded , and limitations on the freedom of movement of rural Guatemalans are lifted;

2) call upon the President of the United States to request that the United Nations Human

Rights Commission intensify its investigation of conditions in Guatemala by adopting a resolution condemning the deterioration of human rights in Guatemala and supporting the appointment of a special investigator; 3) encourage member congregations of the Massachusetts Conference of the United Church of Christ to establish partnerships with the besieged villages of the rural Guatemalan Indians in consultation with the Secretary of the Latin American and Caribbean Region of the United Church Board for World Ministries.

BE IT FURTHER RESOLVED that this resolution, in its entirety, be recommended by the Massachusetts Conference of the United Church of Christ for adoption by the Eighteenth General Synod.

APPENDIX H ~ RESOLUTION ON POLYSTYRENE PRODUCTS

WHEREAS we are Christian stewards of God's precious Earth; and

WHEREAS the Earth is being destroyed more and more by human pollution; and

WHEREAS the destruction of the ozone layer in the earth's atmosphere is reaching a critical point; sind

WHEREAS CFC-12 is used to manufacture foam from polystyrene, and CFC-12 escaped during manufacturing, as the polystyrene ages, and when it is crushed after disposal, and CFCs are chemically very stable and survive in the atmosphere 100 years or more; and

WHEREAS CFCs are a destroyer of the ozone layer protecting the earth from excess ultraviolet radiation, and polystyrene contributes to the severe waste disposal and littering problems in the United States because it is neither biodegradable nor photodegradable, and wildlife have been known to die from ingesting pieces of polystyrene; and

WHEREAS there is a United States ban on the use of CFCs in aerosol propellants;

THEREFORE BE IT RESOLVED that the 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ recommends (1) the Conference to stop the use of any and all disposable polystyrene products at any of its conference meetings unless these are labeled "CFC-Free" and the Conference/Board of Directors will recycle the products used; (2) all United Church of Christ churches and church members are urged (a) to use only "CFC-Free" polystyrene products and to recycle the used products; (b) to publicize their decision; (c) to put pressure on retail stores to use and sell only "CFC-Free" polystyrene products cind to stock paper hot cups, trays, etc. as an alternative to polystyrene; (3) the Conference, the local churches and church members recycle present inventory, and recycle polystyrene that may come into the Conference or the local church.

WHEREAS we are Christian stewards of God's precious Earth; and

WHEREAS we as Christians should use the Earth's resources wisely; and

WHEREAS each year Americans consume over 67 million tons of paper, or 600 pounds per person, and it takes 17 trees to make 1 ton of paper; and

WHEREAS every year the United States dumps enough office and writing paper to build a wall 12 feet high from Los Angeles to New York, and every Sunday the United States throws away over 88$ of recyclable newspapers, wasting 500,000 trees; and

WHEREAS solid waste disposal is a critical problem for our nation, and recycling is becoming a viable alternative to the throwaway society we have all created; and

WHEREAS recycling adds to economic stability by creating new material resources (waste paper), reducing a tax burden (disposal), and reducing our use of energy; it creates many new jobs - harvesting waste paper in cities creates five times as many jobs as does harvesting the raw material from the forests; the energy used to produce a ton of papers

from waste paper is 64$ less than used to produce a ton of paper from virgin wood pulp , Eind the paper industry is the third largest consumer of energy in the United States; and

WHEREAS if waste paper is to become an important raw material , there must be a demand for the recycled paper; paper companies will make recycled paper if they are sure they can sell it profitably, and this will happen only when individual and bulk consumers begin demanding and buying recycled paper; and

WHEREAS the Massachusetts Conference and all the churches use great amounts of paper for many reasons;

THEREFORE BE IT RESOLVED that the 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ recommends that the Conference and all United Church of Christ churches start using recycled paper whenever and wherever possible in place of new paper and recycling all paper used in our churches and homes; the churches and Conference are also urged to publicize their action, to put pressure on retail stores to stock recycled paper products, and implement economic incentives for increased use of recycled paper through joint purchase arrangements and cooperative buying; and

FINALLY, BE IT RESOLVED that we use less paper in general.

APPENDIX J A RESOLUTION ON THE BOYCOTT OF SALVADORAN COFFEE

WHEREAS the Prophets repeatedly remind us that the true worship of God includes the doing of justice (Isa. 58:6, Michah 6:8); and

WHEREAS in Biblical terms a nation is judged by the degree of compassion shown to the needy of the world (Matt. 25); and

WHEREAS our United States tax and consumer dollars are also used to suppress the aspirations for justice and human rights of the Salvadoran people, funding a war now ten years old and which has claimed 75,000 lives; and

WHEREAS more church workers have been killed in El Salvador in the last ten years than in any other country, including prominent Christian visionaries such as Archbishop Oscar A. Romero, the four North American religious women, and most recently the six Jesuit priests; and

WHEREAS after direct United States aid. United States consumers through United States coffee companies provide the second largest source of funding for the Salvadorzui government 2ind military which helps fuel the war; and

WHEREAS diverse sectors of Salvadoran society, including representatives of coffee workers, have asked North Americans to boycott Salvadoran coffee as a vehicle to help achieve a negotiated end to the war; and

WHEREAS Folgers is the largest buyer of Salvadoran coffee, prides itself on being a "socially responsible" corporation, and is the first national target of the "Neighbor to Neighbor" consumer boycott;

THEREFORE BE IT RESOLVED that the 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ: 1) recognizes the cries for justice from our Salvadoran sisters and brothers as a major concern for the Church; 2) formally and publicly endorses the boycott of Salvadoran coffee, particularly Folgers brand; 3) encourages the General Synod to formally and publicly endorse the boycott of Salvadoran coffee; and H) recommends to the local churches and ministries to honor the boycott of Salvadoran coffee.
